Welcome to chatter. By the photo you have a nice car and all but restored. While I am not conversant with the 1929 models and dont know when vacuum powered windscreen wipers started but it is a possibility that handle is to operate the wiper by hand. Tony

The closed cars had the "VV type" windshield, the handle is for to raise the windshield glass. I think you have to crank it counterclockwise to lift the glass. Here is a link: https://www.fillingstation.com/fishervvwindshield/Mihaly

Welcome nd congratulations on your new car!
If by chance you need the folding top and hardware I have one for the 8860. It would be tough to ship!

Congratulation, she is a beautiful car! The 8860 has the VV windshild. Part No. 4270507 Here is a link: https://drive.google.com/file/d/12XVqSyewjFyUphtYwWeyS_KQjeTNbxyv/view?usp=sharingYou can check the job number on your car on the Fisher Body Plate. It is mounted on the cowl inside the engine compartment, if you have it. Mihaly

Your car is an Imperial Landau, and is a very desirable and uncommon car. Yes, the handle above the windshield is to raise and lower the windshield for the VV ventilation. Be very careful: The gears which operate the windshield are made of pot metal and are easily broken by using too much pressure. The mechanism is quite often broken and inoperative. You should be sure that the windshield is free to slide up and down before you try to use the crank handle.
Congratulations on a very nice car.
All the Best, Chip

I know this is an old thread but I came across a 1929 8860 convertible Imperial Landau recently. The interesting part is it was built in Oshawa, Canada. I may be making some wood for it.
