my first post!
i am from holland europe an recently bought a Chevrolet - International AC Convertible Landau 1929
bought the car and a couple of boxes full of parts from the car and the donor car
i am waiting for my shop manual ,but am wondering were this handle is for? above the steering wheel next to the mirror

a have got the wood and handle but missing the front window

By the photo you have a nice car and all but restored.
While I am not conversant with the 1929 models and dont know when vacuum powered windscreen wipers started but it is a possibility that handle is to operate the wiper by hand.

The closed cars had the "VV type" windshield, the handle is for to raise the windshield glass. I think you have to crank it counterclockwise to lift the glass.

in am beginning to think the donor car was a "closed" car ,mine is cabrio AC12

The open cars (Roadster, Phaeton) do not have the Fisher VV windshild.

Job number 8890 = Cabriolet
Job number 8860 = Imperial Landau

You can check the job number on your car on the Fisher Body Plate. It is mounted on the cowl inside the engine compartment, if you have it.

Your car is an Imperial Landau, and is a very desirable and uncommon car. Yes, the handle above the windshield is to raise and lower the windshield for the VV ventilation. Be very careful: The gears which operate the windshield are made of pot metal and are easily broken by using too much pressure. The mechanism is quite often broken and inoperative. You should be sure that the windshield is free to slide up and down before you try to use the crank handle.

I know this is an old thread but I came across a 1929 8860 convertible Imperial Landau recently. The interesting part is it was built in Oshawa, Canada. I may be making some wood for it.
