What color should the brace under the front of the front fenders be. My fenders are black and should the bottom of the fenders be gloss or semi gloss

It is technically true that semi-gloss didn't exist. However the most accurate modern paint would be semi-gloss or high gloss lightly dulled with steel wool or very fine sand paper. Some inexpensive, lower quality gloss paints will also produce the lower DOI surface you are trying to duplicate. Because the chassis sheet metal parts (fenders, splash aprons, running boards, gas tank covers) were originally dipped the surface would have been smooth (without orange peel) and also have occasional runs or drips.
