It was designed for the driver to see ahead on the left lane without actually moving out into the lane - for passing a slower moving vehicle safely. Thats why it was called a "passing mirror".
Passing slower moving vehicles on a two lane road was much more common years ago. Today most vehicles will be moving along at the speed limit or above.
