It was designed for the driver to see ahead on the left lane without actually moving out into the lane - for passing a slower moving vehicle safely. Thats why it was called a "passing mirror".
Passing slower moving vehicles on a two lane road was much more common years ago. Today most vehicles will be moving along at the speed limit or above.

I have one of these mirrors in the tool box came off my Dads 1948 Buick Roadmaster Restore it and put it on your car. Just about guaranteed to be the only kid on the block to have one.
