rescently when I pull out the emergency brake it doesnt have an effect I check the mounting and spring both appear to be good, is this most likely a cable length issue?

It could be cable length/adjustmet but I would bet on the inner cable is "froze" in the outter housings

If you were able to pull the handle back to the limit of travel, and park brake did not engage, you should check the cable lengths by adjusting them. You should encounter resistance shortly after the handle is moved from it's resting place.

Release the parking brake.Go under and pull on the inner cable in front of where it enters the outer housing.You should see the inner cable moving in the housing.If it dosen't you will either need new cables or need to remove and soak the old ones.
