HELLO,
I HAVE REMOVED THE HORN BAR AND NUT WHICH HOLDS THE WHEEL ON. HAVE BEEN TOLD TO "JIGGLE" THE WHEEL AND IT SHOULD COME LOOSE. THIS HAS NOT HAPPENED YET.

ANY ADVICE ON HOW TO GET STEERING WHEEL OFF THE SHAFT?

If you have access to air tools, use a a small dia. punch bit, and "lightly" tap the center of the shaft. If not. A hammer, and punch will do. Be careful NOT to harm the threads on the shaft.
All you are doing is dis-engaging the splines on the shaft from the wheel. Pull up on the wheel when you are doing this.
