Looks like a good one. Only part missing is the spacer. Most people would not know that a spacer was supplied with the lock.

What is the spacer you are refering to? Is it something that goes on the threaded rod other than the Special nut that the lock engages with?

Yes the spacer goes between the lower nut (next to the top side of the fender) on the verticle rod and the special tapered nut with the slot for the lock. It sets the space correctly so the lock "foot" is properly positioned just above the rim.

Would I be wrong in saying the spacer is used with the tire with wire wheels while the spacer isn't necessary with the tires with demountable rims used with the disc and wooden wheels?

Sorry to write that you are probably wrong. Since the spacer positions the "foot" just above the inside of the rim it would not make any difference in the location of the foot whether the rim was on a wire wheel or just a rim as used on a disc or wood wheel.

I found the installation instructions for the locks. One part reads:
IMPORTANT
When installing lock in connection with wire wheels the spacer furnished should be installed under locking nut as shown. Spacer to be discarded when lock is used with rim and tire only.

If I can get this scanned I will send it to Bill Barker if he would like to put it on the 1931 Site.

Drat, dem black feathers don't taste 2 gud. I sure would appreciate a copy of those instructions so I don't make that mistake again.

The spacer is 11/16 long, 15/16 OD, 9/16 ID.
