I have looked in my owners manual and my service book, but can't find any information on how to change the bulb in the dome light of my 28 sedan. Can anyone help me?

The lens turns. I can't remember for sure but think it is counterclockwise to remove. Just put the palm of your hand on the lens and try to turn it. If it does not move try the other direction. There are tabs that fit in slots to hold it in place.

To go along with the topic of dome lights, can anyone tell me where I can get a replacement dome light lens for a 1927 Chevy? I looked thru the online "fillingstation" cataloge, but was not able to find it.

No dome light lens reproduction is available so the Filling Station will not have one. You will need to find a used one. A wanted ad in the Parts Wanted forum or G&D will likely find one. Or you can contact Gary Wallace. He deals in used parts and may have one in stock.

Betsy, Just a clarification. You turn the rim ,not the lens.
