I need to replace the upper wood in the quarter panel. My question is, does the quarter panel need to be removed or can the new wood be "snaked " into place. This might sound like a silly question, but this is the first wood frame car I have ever tried to restore.

Not sure what wood piece(s) need to be replaced. Generally it is better to remove the rear sheet metal to be sure that the defects are corrected and the pieces fit tight and strong. It is possible to cut out sections and replace with good wood but it takes someone with excellent wood working skills.

While doing the sheet metal removal, should the be on the frame or is it better frame off?

It can be either on or off the frame as long as the supports at the frame mounts are at the same level. If not then it will not align properly when reinstalled on the frame.

Thank you again for the information. I am planning on a frame off restoration. This project is very interesting, a bit of a challenge, but I believe she will turn out quite well.
