I'm guessing this is a broken emergency brake spring I'm looking at? How hard is it to replace?

Easy. Just remove the clevis pins at each end of the actuating rod, get it out onto the work bench. Mark where the adjusting clevis is on the rod, then loosen the locknut and turn the clevis from the rod. Slide the broken spring off and slide the new spring on. Reinstall nut and clevis. Hook spring end over clevis, then reinstall rod with clevis pins and cotter pins. Stretch out spring and hook it over the clip on the upper front stud of the rear end.

The Filling Station (and others) sell the spring.
