On the 39 Master 85, there is a round rod attached to the throttle linkage. There is also a flat bracket on the starter mechanism. They come close to contacting one another, but not quite. Is the starter mechanism suppose to press against the throttle when starting?

yes, that is desinged to open the throttle about 1/3 when starting. I expect the toe board gromet is bad allowing the rod to flop around. I would bet the Filling Station has the gromet.
