Hi All, Do I screw the jets in or out to lean? Very sooty tail pipe, have choke wired open, Thanks.

If you are refering to the idle mixture screws on the lower front they control the air/fuel mixture only at idle speed and have no affect at any higher engine speed.
Driving at higher speeds used to make the coating in the tail pipe white. This no longer happens with unleaded gas as the white was a lead deposit.

If the float is set too high the engine will run rich when driving. As Gene noted, those screws only affect idle mixture.
Do you know if this is the original carburetor for the engine in the vehicle? If not, you might need to change the main jets.

First I would have the fuel/air ratio tested so you know for sure you have a problem.
