I need to replace the front wheel lug bolts from the drums. How is that done. I hit the stud with a small sledgehammer but it did not move?

The BOOK says to remove and install using a press,

The wheel studs are peened on the outside of the stud serrations to prevent them working loose during service, if you use a piece of hollow tube that just fits over the inside of the stud, the bouncing of the drum and hub is reduced, the manuals make reference to a stand to back up the back, and then the peening tool to lock the new stud in place.
