The locking pin will not drive through the case housing on my 39 MD. It started to move but then stopped. Not sure what is binding it up. The pin is shown left on the GM symbol in the attached photo. I felt under the shaft and there is still clearance on the bottom side of the hole on the shaft. The idler still turns on the shaft.

The shaft needs to be turned. There is a picture in the shop manual showing the corret way and the incorrect way. DO NOT FORCE THE PIN

Once the locking pin is driven in then the shaft can be driven out of the case . The pin is inside of the shaft.

The pin does not fit in at a 90 degree angle . Not sure of the exact angle but more like a 75 inclined to the front.

I think I have driven the pin into the shaft OD and not the hole in the shaft for the pin. So not I try and turn the shaft to align it back with the hole. Or do I drill out the pin and replace it

The pin may also be tapered and drive out from the inside.

Got the pin out by drilling out a hole through the pin, via increasing the bit diameter, until I could rotate the shaft and punch out the remaining pin thickness through the shaft This worked well.
