There are and never was any internal replacement parts made for the cylinder
I would look or a new one on Ebay........note that 1939 was a one year only unit,.
You could find a floor shift lever and ransmission cover from a 1937-1939 to replace the unit.

I have taken 1940-1948 Vacuum Shift Canisters apart. It is amazing how much "crud" accumulates on the inside. I cleaned it out, reoiled it and put it back together. They then worked fine. I have several 1940-1948 canisters, however, sorry to say I do not have any 1939s. 1939s are easily identifiable from the 40-48s.

I think I have a cover for a '37 transmission. No shift lever but it is a start. I will look tomorrow.
