What is the function of small, serrated round chrome knob on top-center of 1936 coupe dash—next to base of windshield?

Windshield wiper switch.
Wipers will not operate unless the engine is running as they work from engine vacvuum.

Thanks for clarifying I just got the vehicle and wiper is not functional as engine is 1970 V8 w/o vacuum hookup and existing motor is dead. There’s also a ‘wiper’- labeled control knob on face of dash. So with a new electric wiper motor, I’m assuming that will be operational control and the top serrated knob will not be used.
