On the 31, the valve cover goes in one direction, with the longer of the two legs on the right side. My question is, does the lower edge of the valve cover go over or behind the upper part of the right side engine cover? Thanks.

The "leg" or "lip" of the valve cover goes outside (over) the side cover.

At least that's how I recall it on my '29, and I don't think it will work the other way. :-)
