Did Chevrolet have a fuel filter bowl on it from the factory? I don't think so because the horn wouldn't fit where I think it was suppose to be.

Chevrolet did not make a fuel filter in 1938.

The only sediment bowl was on the fuel pump I believe.

I agree with Gene and Tiny. The filtration was an upside down glass bowl on the fuel pump. It served as a sediment bowl and there was a screen at the very top. The fuel was pulled into the bowl and then out through the screen.
