I don't know and can't remember what these hole were for on ether side of the windshield switch. It looks like I am missing a chrome plate

There is a raised overlay plate that fits over the center of the instrumnt panel.

If I were restoring a high buck 1938 cabriolet I would buy every piece of 1938 literature available for guidance.

The literature will not only be helpful in your restoration but also you will have proff on the judging field if anything on your vehicle is questioned by the judges.
