If I am reading the catalog (dated 1932) correctly the 31-32 cars with a folding windshield had a short 3/16 pipe at the manifold, vacuum hose (they say loom) through the firewall to a chrome 3/16 pipe which goes through the dash. Then a 3/16 hose from the chrome pipe to the wiper. I think to the passenger side of the motor. Lot's of cars have not been done like that in photos on the internet.

Dave, the wiper motor gets mounted with the curved body facing up and the chrome pipe goes right into the wiper in place of the normal nipple. The pipe goes through the dash and the rubber hose is attached behind the dash. There is no hose used on the interior of the car. I have seen some who do that but that’s because they don’t have the pipe or don’t realize the nipple can be pulled out of the wiper if the set screw is loosened. The wiper should also be chrome. Sorry my pictures aren’t better but never took a shot of just the wiper motor.
Your pipe looks like one end was broken off. Perhaps where it went into the motor. Again, have to loosen the set screw that holds the pipe in the wiper motor.
