In Australia I have a 1934 Roadster with a LH front guard mounted spare wheel.
The top nut is wheel lug size ..
I can't see how to remove the lower clamp that clamps onto the inner part of the
rim ?
I can get access and a better view by letting the air out of the tyre but not enough
to see how to remove release the clamp ?

Here’s my 34 Chevrolet standard Holden roadster left side spare and bracket assembly. There’s no spare tire rim wheel bolt to the spare tire bracket assembly. The tire is only held in the fender/guard pocket with a clamping force on the tire.
Here’s a few pictures. Hope this helps.

Rory, Your bracket is missing the piece that clamps on to the spare tyre rim. It is locked into place with a key. If the key is missing Kev, you will have to undo the bracket from under the fender (two screws) and remove the whole lot in one go.
