Are the bases of 33-34 Master Taillights right vs left,flat or do they have a slight angle?

If you are referring to the fender bracket, I do not think there is any angle at the place where it attaches to the fender. I believe RH and LH are the same.

I am not refering to the fender bracket. I'm talking about the base of tailight that sits on the Fender. I was told there is a slight angle on the base as the Fender its self has a slight curve.

I did a bad job of saying what I intended to say. I do not believe there is a difference in the RH and LH tail lamp brackets, where they meet the fender. If there is a difference, it could easily be reversed with a little filing or careful grinding.
All of the REAL RH brackets I have seen have the notch in the top as if a license bracket could have been installed. A small tin cover is formed and welded in the slot.

If you are looking for the passenger side taillight mount the Filling Station fillingstation.com has an excellent steel reproduction GR-187. It is designed for the left side with the license bracket tab but the tab can be easily removed with a grinder and filled or left as is. It fits on the right rear fender without any alteration except for drilling three holes in the guard (fender). You just need to paint it.

The original RH bracket I have, and the others I have seen, are made with the notch at the top where the license bracket would come out. They have a small sheet metal cover fitted to the notch and spot welded in place. If there was a different rolling and forming procedure to create a different angle, I would think they would have eliminated the notch on the RH bracket. This is certainly not conclusive.
I have compared RH and LH brackets, next to each other, on a flat surface, and I can see no difference in the angle.

The bracket that is welded to the housing to bolt the housing to the fender are also on opposite angles . If you look closely one side of the bracket is flush with the housing and the other side is an 1/8 th of an inch lower in the housing . They are lower on opposite sides of the left and right lights . I have 3 sets of taillights ,all the pieces in the right tail light are the same cut and size . Seems if people were cutting off the licence plate bracket they would be all different heights .

I don't think I implied that the license brackets had been cut off to make a RH bracket. I only mentioned that the notch was on the top where the license holder would come through on the LH bracket. I will take another look at my brackets and see if I can see difference in the angle of the base relative to the arm.
