1928 pulley at the front of the crank.
I was thinking of removing this pulley to blast and re-paint as part of my 1928 engine rebuild.
Does this pulley come off? and HOW do I remove it?

The pulley has a light press fit, to remove you'll need a puller of some kind. I used a 10 lb slide hammer after using a torch to heat the pulley and help to break it loose.

a word of caution do NOT pull on the v part of the pulley, i try to pull using either a backing plate or the internal holes in the pulley. you do not want to distort or break the v portion !! they bend easily, !!

If I were you
I'd do everything I could to clean it up and paint it "without" removing the pulley if at all possible.
