As some of these old cars wore out parts were robbed off of other rigs. First make sure you have the '28 brake cross shafts. For '28 the brake cross shaft ends point down, and in '29 they point up. Through experimentation they figured out there was more force that could be exerted against the brakes with the shaft ends pointing up. This was the last improvement they did to the 28/29 front configuration. The 29 rear brakes were different, and in '30 everything on the cars was new, bigger, and better. The 28, and 29 brake gauges are different. Not by much, but some.
The other thing you should do in my opinion is step up and buy a set of the trunions for the front pivot. The original white metal is extremely brittle and you do not want that failing when you might need it most. The 28/29 brakes are functional but small, and marginal as to their effectiveness. All linkages and pivot points should be annually oiled, and if that is done will last almost indefinitely.
