It did not begin in all parts of the country at the same time. Was available in the smogy states first and then spreaad. In fact here in Wisconsin it was forced on us living along the shore of Lake Micigan before the western areas.

I remember it being sold at a few stations in Iowa in the late 70’s. It was done as an effort to promote the use of corn, not for emissions control.

Wha Iowa had in te'70's and promoted due to corn use was Gashahol. Worse tha todays E19.
