I dont think there is anything in the push rods to leak.
The only thing I can think of is the oil pads in the roker cover has been over oiled at some stage.

Pressure in the oil pan can push the oil mist created by the tang on the rod caps out past the lifters. A little leakage is not bad as it lubricates the lifters and prevents wear to them and the block. If the lifters/block get too worn then leakage will get worse particularly with crankcase pressure.

The engine has had rebuild so in theory it should be ok it’s definitely coming from the base of the pushrod

Hi airbrush

Once you've eliminated the other possible causes of your problem, such as a blocked oil filler/breather cap etc. ...
there is always VCCA member Bluezone's solutution found here:

https://vccachat.org/ubbthreads.php...valve-lifter-1926-engine.html#Post443589

I'll state right off that I don't have a 4 cylinder Chev, but the solution looks good to me.
I'd just be very sure that the spiral groove doesn't extend high enough to be level with or above the block when the camshaft has the lifter fully lifted.
Also, check the lifters while running to see that they all rotate the same way Bluezone's do, then be very sure the direction of the spiral is the same as Bluezone has it.
