Like to put new tire on my 39 Master Deluxe. I believe they make radials that look like bias ply. I'm using 15" wheels. Any recommendation on tires size to use and where to buy them without taking out a mortgage.

In bias size ans 15" wheels a 6.70X15 was used. In a radial a 2.05 is the equal. Soemuse a 2.15 but it is too much tire for a light 1939.
Both sizes are smaller in diameter than a bias 6.70 so your speedometer willl read a little fast.

60 aspect ratio is too small. I put 205/75-15s on my 53. The base tire was also 6.70x15. Although taller than the 60, the diameter of the tire with the 75 aspect ratio is still a tad smaller than the 6.70 but only makes the speedo about two MPH off. If you put 60s on your speedo will be further off.

What do think about going up to 215 size of tires?

Wider tire. More difficult to turn at low speed. The 205 is a bit over an inch wider than the 6.70 anyway. 6.70 means it's ~6.7" wide. 205mm equals a tad over 8".
