Now that i have two sets of caps(one set for driving and the other for special events), I need to repaint the flags on the caps. Are the flags simply painted black on the recessed portions? As I am not a purist, I'm thinking of exercising creative license by painting the flags similar to the spinner center caps. The poor mans spinner cap without a spinner

Yes, the regular full cap is painted with just black in the recesses. The spinner cap you show is correct red & black.

a dealer accessory for '60 was also this small spinner to be attached to the standard small hub cap. Quite rare.
I had a photo but even with it reduced to the lowest possible size, it still won't post.

Thank you, I figured. The way I decrease the size of my photo files is send it to myself through my iPhone, the phone asked me what size file and I choose accordingly

It's a problem with the site. It says photos can't be larger than 2.86mb (or something similar). I reduced it to infinitesimal and it still wouldn't post. I've posted plenty of photos before so the problem lies here.

I got impatient, I shined up caps and installed them without painting flags. Oh well. I keep chipping away at her hopefully for the better.
