I bought some parts as a lot, and it included this rocker arm shaft kit. It looks a lot like the parts in my 1932 Chevrolet, but springs are a little different and sharfs are longer than in my car. I don`t get any information when I Google Atlas and partno 15013. I´m pretty sure it`s for Chevrolet.
I believe there was point at which Chevy no longer had bushings in the rockers (maybe 1941) Since your kit has no bushings, the kit is probably from that time and later. The 1951 parts catalog says '40-'51 rocker shafts are the same, but no length is given.

From what I have used before in rebuilding rocker arm sets, the set shown in the picture will fit 1940-62 Chevy 6. The set is made to fit 1940-53 with the 2 studs to hold the valve cover on but the shafts, springs, bolts and keepers are the same.
