I don't recall this item being in the 41 accessory booklet.

I don't recall having ever seen one, either.

Question:

a. Is it correct for all the years mentioned?

b. Is there a source for the initials?

Owing to interest it appears to be a rare item. dance

Best,

Charlie computer

It is not listed inthe 1941 parts book but a plain license plate frame is. Chevrolet did offer an initial holder that attached to the front door below the window.
It could be an approved GM accessory but not offered by Chevrolet
