I've got a '36 panel. It doesn't have the original rims on it at this time but I do have them. Looking at new tires and tubes. Do the artillery wheels need flaps/liners?

I have added these to help with tube wear. I have some rust pits starting to form along the rivets due to water condensation (before I repainted the inside of the rim). These pit places will cause the tube to rub a hole in it. The (flaps) liners stop that. Make sure you get the correct size. Loose liners will do no good.

The liners need to be a tight fit to the rim before the tire and tube are fitted though are really needed for 2 piece rims (truck style).

Yes because of the rivets in side of hub of the rim.
