If I loosen the mounting bolts would that help reduce the starter drag?

You need to have your starter inspected by a competent rebuilder and he will most likely at least replace the bushing and turn the armature. He may do other work as necessary. As mentioned a good starter, large cables and a fully charged battery will turn the engine at sufficient speed to insure starting.
