As I am getting close to painting the wheels on my 32, I called up Hiberia Auto restorations, where I always got paint in the past, and found out they no longer sell paint. Where do you all go to get original colors mixed ?

That is interesting since they have been mixing and selling paint for decades. I just checked their current web site and they still show that paint is available from them. (?)

They have stepped up regulations in different areas as to who can buy certain products as the products will 1) kill you quickly and 2) fumes are bad for the environment, so many places up this way will only sell many products to ticketed painters these days.

I watched several guys get turned away at the supplier counter when I bought my 2 part epoxy primer.
By the time I got to the counter I had learned enough to tell them it was being sprayed in a controlled paint booth by a professional painter and I was merely picking it up for the painter. I was intentionally wearing my City work clothes and had my radio squawking on my hip and got them focussed on special City pricing and setting up an account for me.

About 20 years ago when I worked for a heavy truck dealership the "storage and transportation " regulations changed and it became non-profitable to handle paint unless doing a large .volume. Fireproof and ventilated storage areas along with handling training was required.

Maybe Hiberia is just clearing out any inventory they have. The woman on the phone made it very clear that they were no longer in the paint mixing business.
