Does anyone know the initial setting for the idle volume mixture screw (how many turns out from full seat) Carb is also missing power piston spring any one know where I can get one.

Setting is dependant on individual unit. We have specs up through and including the 1974 model year. If newer than that, won't have specs.
In the absense of actual specs, a good ballpark approach is to check the taper on the idle mixture control screw. The older short, fat taper would be out 1 to 1 1/2 turns. The newer (about 1972, approximately) long, slender taper (used for more precise adjustment for smog emission), would be from 1 1/2 to 2 1/2 turns.
