I've never worked with a RJH08 136s or 150s... Don't have it apart yet so i'm not sure which it is (I read they are a fragile thing). The accelerator pump on this threads into the body but is loose... is it supposed to be loose or screwed in enough to be secure?

It should be tight but over tight. The accelerator housing is pot metal and is fragile. It is actually a good thing as you can remove it to clean or recondition the carb. It is probably affecting performance by allowing a leak in the accelerator circuit. You should probably use some appropriate thread sealer on it making sure it is positioned correctly.

Is the correct position perpendicular to the horizontal surface where the float bowl seals to the carb? Or is it set at an angle? I've seen a few pictures of some where the accelerator pump is at a slight angle... not sure if that's correct or straight up and down is.

It is often the case that the pump has been removed and reinstalled numerous times. The threads on the pump and hole are tapered like pipe joints. The result is the pump is finally installed too close to the carburetor body and may not be tight. In that case it is necessary to shim the threads or replace the pump housing. If a sealer is used it must be gasoline and ethanol resistant. There are not many sealers that have resistance to both. Some HVAC sealers are resistant. I have found one at Tractor Supply that seems to work well but does not get hard enough to resist movement of a loose joint.
If the threads in the accelerator pump hole need to be cleaned, and most do, it takes either a dental or similar tool to scrape out the crud or a special tap. Three custom taps were made to do that job. Two of us have them. Right Skipper? A little piece of trash in the threads can keep them from sealing completely.
