It is a condenser some one added. Probably for radio noise. Not a Chevrolet item.

That condenser comes with the radio and is for noise suppression. It is a Chevrolet item. There will be one on the generator, and voltage regulator.

Funny, i have no Radio?! If I had, I would have to connect that to the other end of the capacitor, correct?
I have another capacitor attached to the voltmeter with such a metal clamp, did you mean this?

I forgot about the one on the voltmeter. Your car may have had a radio installed at some time, as all of those condensers are consistent with a radio kit.
