There is a wire running from the starter housing to the terminal opposite of the points terminal. I think it is part of the reverse polarity circuit. The reverse polarity switch has been removed. The wire has two pigtails coming off of it. They are taped off. Any ideas if this is okay.

When the polarity reversing switch is disconnected the distributor plate must be grounded. It was common to see the ground wire attached to one of the side cover bolts. Yours is attached to a different place and as long as the engine runs there is no problem.
The taped off wires cold be removed from their sorce if you wish. Originally three wires ransn between the switch and distributor and coil.

That is exactly what it is. I will make a new wire. Thanks Gene
Are all distributor plates grounded. Come to think of it, they have to be to complete the circuit.
