the jack I got with my 59 Belair [from CA] appears to be missing a piece, it looks like a lify lug clips in to the climbing piece, or do I just have the wrong jack, the post is square??

There were several different suppliers of jacks in 1959.The post could be square,three sided or T shaped.The lifting lug (bumper hook) was built into the jack in 1959 but was a removable piece in the later years.Sounds as if you have the incorrect jack.
The above is taken from the 1959 parts book.
In the early '60's a universal jack was sold for replacement and it did require using a bumper hook.A different hook was required for each year.
