during the initial start up of engine, the carter updraft carb started leaking at the screw in bottom of the bowl. The screw was tight, did not want to over tighten.
please advise of any suggestions.

was there a washer on the screw ??

look at the screw in the top of the picture above carburetor below the wrench, see the reddish color washer.

As mentioned above, there should be a fiber washer between the screw and the bowl. If there is a fiber washer in place and the bowl is leaking, remove the nut and washer and spread a very thin coat of sealer on both sides of the washer and then reinstall.

have tried two different sealants on gasket, is there a specific type / brand to use?? there is a slow drip

is the gasket between the bowl and the carb correct ??
is the bowl fully seating ??
is the bowl FLAT and now bowed or concave/ convex ??

the bowl should be flat, and seat fully, then the fiber gasket should seat against the bowl, and then the screw should hold it all tight !!

can you spin or move the bowl when assembled ??

make sure the Screw fully seats and screws into the carb. try to screw it in with out the bowl on and see if it screws in all the way.

So the screw was not tight enough on the bottom of the bowl, good call, was afraid to over tighten.

Now there is gas leaking out the top of the bowl, checked the float and needle valve.
any suggestions??

Sounds like the needle is not seating and the bowl is over filling.

When you checked the float do you meant the float level?

Yes checked the float level also checked it to make sure the float did not fill up with gas.

If you don't find a problem with the needle/seat then check to be sure the internal float bowl vent is clear. If the vent passage (inside the bowl to inside the throat) is plugged the needle/seat will not completely seat and gas will over flow. If that is okay then check the float to make sure it is not rubbing against the center (well) of the body or the side of the float bowl.

one of the gentlemen helping me asked "is there a possibility that there is too much flow from the fuel pump???"

If you are using an original mechanical fuel pump then it is not likely that the problem is too much fuel pressure. However, if using an electrical pump it is highly likely unless you have a pressure regulator. The float/needle/seat combination is not designed for the pressure of many available electric pumps.

Chipper could you advise as to where the internal bowl vent is located, for some reason cannot see it.

Found the Vent....

Glad you found it. Hard to describe where it is located without actually looking at a carb. Didn't have time to actually look before you found it.

The '29-'31 Carter carbs rarely have that passage plugged. The earlier 4-cylinder carbs have it much more often as it vents to the outside of the casting.

Had a spare carb and used it to locate the vent.
The vent on the car carb was not plugged.

the issue turned out to be the connector that the fuel line attaches to was not snug on the carb and gas was going down and around bowl. Snugged it up and fired up with no drips.

Glad you got it sorted (tribute to Aussies and Brits). Can only imagine the joy in getting it back on the road after such a long rest.
