Would like to know if there is a difference between the 1937 and 1938 accessory horn ring.

I don't believe that an accessory horn ring was offered in 1937, however in the 1938 horn ring ad it mentions it can be used on all 1929-1938 models except 1933-1936 Standards.

Gene is absolutely correct, '37 did not have a horn ring, unless it was offered after the Accessories catalog was issued - maybe late in '37?

The '39 Parts manual does, however, lists a ""Ring Unit, horn blowing" (2.830 / 985221) to fit "1937-1939 All"

Years ago I hada NOS '39 horn ring.
