I am not sure if the 39 Master deluxe had a voltage regulator the reason that I am not sure is because of a parts catalog that I was looking at.anyway my 39 has one it looks like new, as I haven't had the car for a long time.After a drive and then shut the engine off the points on the batt terminal of the regulator stick on and drain the batt.unless I undo them by hand . Does this mean that I should look for a new regulator or can they be adjusted?

There is an adjustment for that. There should be a .020" gap between the contacts. To change the gap it is necessary to bend the bracket. If your gap is OK then the unit is defective.

The 1938 and 1939 did not have a voltage regulator. It was called a voltage control and did not control the amps. The amps were controled by the third brush in the three brush generator. The voltage control cover was smaller then the 1940 and up voltage regulator. It is common to find a 1939 that had a two brush generator and voltage regulator installed some where in its long life.
