Wouldn't be my guess. The top tank and the bottom tank lold about a quart apiece. The flues not over 2 quarts. Those figures are a guess on my part.
I think the block holds way more than the radiator.
You could take the top and bottom hoses off and close the outlets off and fill it with quart jars of water. That would tell you the full capacity of the radiator. Of course the top tank should not be filled more than about halfway.
Further, I don't think Gene thought one through before agreeing.
