We got the old tires off the rim, but I can't seem to get the valve out. Does it screw on? or is it just forced through the rim?

If the tube has a rubber stem then it is just pushed through the hole in the rim. If metal then there should be a retaining nut on the stem.

yes, it has a rubber stem and I figured it just pushed through, but it's really tight, I didn't want to force it before I was sure that I wasn't missing something. Feels like it's been on there for probably at least the last 60 years rolllaugh

The rubber will swell and harden with age. They get really tough to remove sometimes.
