I would look for a cleaner that is less dangerous. A detergent and some aeration and effort will work wonders and you can live to tell about it.

Some have suggested a length of chain (secured at 1 end for retrieval) and give it a good shake. The chain will loosen any crud and make it easy to wash out.
If there are baffles you may have to cut a small opening in the top which will need to have a patch soldered on to seal.

I may try that next week I got the varnish out of it now just some flakes of dirt/rust that I need to remove. The tank looks much better inside than I expected. My son in-law is going to bring a bore scope over next week to look at the inside better. The presser washer and degreaser did a amazing job.

I'm now soaking the inside of the tank with Evapo-rust. I roll the tank to a different position about every 8 hours, it is cleaning up very nice !!!!!!!!!!

I did that on my '36. Then used a coating of sealant on the inside that is good for regular and ethanol gas. I painted the outside of the tank black to prevent rust. That has been some years ago and I have not had a problem with it.

I also found a good way to loosen rust in the tank is to put a bag of ice in the tank and shake it around then there is nothing to dig out of the tank. Just rinse it out and your done !
