Hi can anyone tell me what angle the lower radiator hose metal elbow is so I can get a new one made in the uk

The "radiator outlet pipe" or "water outlet elbow" appears to be a 90 degree angle. Dimension is 1 1/4" OD. Available at Filling Station or Billy Possum. I used the elbow listed for the 1929-34 and it was an exact match replacement for my 1928, including the ones on a couple spare engines, all of which were very deteriorated. Both the above vendors recently listed the elbow for the '28 as a separate part, same price. In the photos at Billy Possum the '28 appears to have a slightly longer end on one side of the curve. That can be made up by cutting the hose a bit longer, if necessary.

We stock the lower radiator pipe for the 29-34 Chevy and can get the new 28 one as well as we are a dealer for Billy Possum. I have sold the 29-34 elbow for the 28 engine before and haven't had any problem with them fitting that I know of. Will send you a PM.

If you have a local Stainless steel tube company in the Uk you may be able to source them localy , we have a company here in Australia who supply Stainless steel Tube and fittings and they stock an of the shelf 90 degree elbow (same as original) as there is no manufacturing of stainleess tube left in Australia I would imagine that it was a bought in item most proberly from Sweden, worth a try.
