While looking for other information I came across this in the 1933 Engineering Manual.

"The tendency for oil to leak at the crankcase (block) at the upper end of the distributor base is eleminated (in 1933) by an enlargemet of the milled flat on the side of the oil pump body which acts as an oil return passage This permits the free flow of oil back to the oil pan before it can be forced along the distributor body to the point of leakage."

The oil pump would need to be removed to make a flat spot on an earlier model.
