I'm guessing it was not for use in a car but on a desk or table. As far as the date and "23" just venturing a guess maybe this was a sample for a promotional item and the company put the date of issue and the "23" was a record keeping number. Or perhaps a dealer had a promotion going on and was giving away a number of items to attract business.

Was April 6, 1948, the 23rd anniversary of an event that occurred on April 6, 1925 ?

Brewster, I , as many others, think it might've been intended to hold a cigar. Said cigar would likely melt the sucker though. Another guess would be that it was given to buyers of new 47/48 Chevrolets. The buyers could take this little promotional item home and used it to entertain the kiddies for hours on end with them guess its intended use. The dad would likely have forgotten what the dealer told him. Key here is 47/48. Charlie
