If you are looking for 2 1/4 rims, those are for 1927 down. The 28 rim is 3".

Crazy question....... Where are you measuring your 4". Outside rim to outside rim edge? Or inside between rim edges?

Inside on the outer edge. It all has to do with the wheel it is being mounted on.
