How should I remove the spring bushing from the frame? Is it as simple and driving them out with a socket over the metal part protecting the pin itself.

I should have asked.

Do I need to replace them at all if the rubber is still intact and the pin is still tight within the rubber??

You can push them out with two pieces of pipe and a large "C" clamp. One pipe must be large enough to fit on the bushing and small enough to pass through the hole on the frame. A cheater on the "C" clamp will help, too. On the side that the bushing is comming out on, place a larger pipe to receive it (into the large pipe)as it pushes out. The larger pipe gives you something to push against with the "C" clamp. It is that easy.

My 1935 Standard had those pins pressed directly into the frame. No bushing was involved. Your setup is different?

You could use a ball joint removing tool. It's nothing but a heavy duty C-clamp, a socket that is the same size as the metal jacket and just push it out. Some places will rent you one. Installation is with the same tool, just push it in. I used it and it worked great.
